PCTA represents the interests of cable television operators and internet service providers before the National Telecommunications Commission, Congress, and other agencies of government. Where a rule would fall unevenly on operators of different scale, the association's role is to say so — on the record, with evidence from its membership.
Where we engage

Licensing and franchising
Guidance on congressional franchises, NTC certificates of authority, and the permits required to build and operate. The association assists members navigating renewal and area expansion.
Service quality standards
Engagement on minimum broadband service standards, arguing for benchmarks that scale with operator size rather than assuming national-carrier resources.
Content and carriage
Positions on must-carry obligations, retransmission consent and content licensing — the rules that determine what members can carry and on what terms.
Right of way and pole attachment
Advocacy on access to poles, ducts and rights of way, including the permitting delays that hold up network build-out at the local government level.
Spectrum and interconnection
Representation on spectrum allocation affecting fixed wireless deployment, and on interconnection terms between member networks and national carriers.
Consumer protection
Working with the NTC on complaint handling and disclosure rules that are workable for operators of every size while protecting subscribers.
